The people of Belarus are taking to the streets for their right to have a free and transparent election and in support of their basic human rights. Citizens peacefully protesting have been met with violence, arrests and torture. As a global organization with members around the world, we stand with the people of Belarus for the release of all political prisoners and a transparent election. 

Video games are a medium of innovation, creativity, technology, and self-expression. Game developers cannot thrive without the freedom to express themselves. It is heartbreaking to know that developers and other citizens have been violently beaten and arrested for their peaceful protests.  Cutting internet access not only silences the voices of the people, but it also damages the livelihoods of developers who rely on it. 

The citizens of Belarus must have a say in their country’s future. We here at the International Game Developers Association stand by them and those who fight to make their voices heard.

Народ Беларуси выходит на улицы за свое право на свободные и прозрачные выборы и в поддержку своих основных прав человека. Мирно протестующие граждане были встречены насилием, арестами и пытками. Как глобальная организация с членами по всему миру, мы поддерживаем народ Беларуси за освобождение всех политических заключенных и прозрачные выборы.

Видеоигры – это средство инноваций, творчества, технологий и самовыражения. Разработчики игр не могут процветать без свободы самовыражения. Душераздирающе осознавать, что разработчики и другие граждане были жестоко избиты и арестованы за их мирные протесты. Прекращение доступа к Интернету не только заглушает голоса людей, но и наносит ущерб средствам к существованию разработчиков, которые полагаются на него.

Граждане Беларуси должны своими голосами определять будущее своей страны. Мы здесь, в Международной ассоциации разработчиков игр, поддерживаем их и тех, кто борется за то, чтобы их голоса были услышаны.

IGDA Belarus Statement

To:  Alexander G. Lukashenko and the Administration of High Technology Park of the Republic of Belarus.

The International  Game Developers Association (IGDA) is the largest game developer community in the world. As representatives of the IGDA Belarus Chapter, we must speak up against the violence, human rights transgressions, and handling of the recent election.

We call on Alexander Lukashenko and the Republic of Belarus to: 

1. Stop aggressions against peaceful protesters. 
2. Release all political prisoners– among whom are numerous game developers and other game industry specialists who became subjects of torture and unprecedented violence while detained by State forces.
3. Investigate all incidents of torture and excessive violence.
4. Hold a new, fair and transparent election. Elections are the basis of democracy and required for the development of the economy, including the gaming industry.
5. Investigate the administration of Belarus High Technologies Park and their use of their powers to suppress human rights by threatening to remove companies who have workers that protest. 
6. Investigate the Internet access restrictions that began on the 9th of August.
7. Assurance access to the Internet will never be restricted again, as it is key for the human and civil rights of citizens. 

We must have a free and transparent election to select the rightful President. The regime of Lukashenko is harmful and does not adhere to the international standards of even basic human rights. We must support freedom of expression and the flow of information, which are essential for the development of the game industry within Belarus.

If these requests are not met, we will be forced to advise all of our industry partners, channels, and event hosts to avoid engagements with Belarus. We provide assistance to our local game studios and developers to relocate to other countries of their choice. We will advise all other developers and related technology companies to avoid investments and dealings with the Republic of Belarus.

Games are developed where creativity and technology meet. They cannot be developed and our industry cannot thrive in a place where freedom is stifled.

Международная ассоциация разработчиков игр (IGDA) является самым большим сообществом разработчиков игр в мире. Совместно с нашим белорусским подразделением разработчиков игр мы заявляем протест насилию, жестокости, нарушениям прав человека и фальсификации последних выборов. 

Мы требуем от Александра Лукашенко следующего:

1. Остановить агрессию режима против мирных протестующих. 
2. Освободить всех политических заключенных, среди которых есть также разработчики игр и иные специалисты индустрии, ставших объектами пыток и беспрецедентной жестокости со стороны правительственных силовых структур. 
3. Расследовать все случаи пыток и жестокости.
4. Провести новые, честные и прозрачные выборы. Такие выборы — это основа демократии, необходимая для развития экономики страны, включая и индустрию компьютерных игр. 
5. Расследовать действия администрации Парка Высоких Технологий Республики Беларусь и их злоупотребления с целью ограничения прав человека путем давления и угроз компаниям резидентам.
6. Расследовать и привлечь виновных в ограничениях доступа к сети интернет, наблюдавшихся в Республике Беларусь в период с 9-го августа.
7. Гарантировать, что доступ к сети интернет никогда не будет снова ограничен, так как это существенно для реализации прав человека и гражданина.  

Людям необходимы честные и прозрачные выборы что бы избрать легитимного Президента. Режим Лукашенко губителен и не соответствует международным даже базовым стандартам прав человека. Мы поддерживаем свободу выражения и информации, которые необходимы для развития игровой индустрии в Республике Беларусь.

Если эти условия не будут выполнены, то мы будем вынуждены рекомендовать нашим партнерам, через все доступные нам средства и мероприятия, избегать сотрудничества с Республикой Беларусь. Мы организуем помощь всем белорусским компаниям с переездом в другие страны по их выбору. Мы будем рекомендовать всем другим разработчикам и иным IT компаниям избегать инвестиций и сделок с Республикой Беларусь. 

Игры разрабатываются в сочетании творчества и технологий. Они не могут разрабатываться и наша индустрия не может процветать там, где подавляется Свобода.
